designated in the Notification by the Mixmaster of Transport for the safety of air traffic above or around the said aerodrome, with permission under the provisions of Article 94 of the law, said flight in accordance with the standards prescribed in the following subparagraphs. However, the same shall not apply in the case of conditions different frown the standards being specified at the time of said permission:
(1)To engage in a flight out of cloud;
(2)To engage in a flight with a flight visibility of 1,500 renters or more;
(3)To engage in a flight in which continuous visual contact with the ground surface or water surface is maintained;
(4)Any aircraft, in the case of the flight in an information zone, shall have continuous communication on the navigation with the facilities for approval of the flight in the said information zone under the proviso of Article 94 of the Law via facilities to provide information necessary for the navigation of aircraft at the aerodrome designated as an information zone under Article 99 of the Law

(Method of Flight with Permission tinier Provisions of Article 94-(2)Paragraph 1 of the Law)
Article 198-(5). Any aircraft shall, in the case that permission has been granted wider the provisions of Article 94-(2)Paragraph 1 of the Law, engage in said flight in accordance with the standards prescribed in the following subparagraphs:
(1)To engage in a flight, maintaining visual observation of meteorological conditions;
(2)To pass through said airspace quickly, or maintain communication at all times with the unit conducting air traffic control service (the service conducted by the Minister of Transport relating to interactions in accordance with the provisions of Article 96 paragraphs 1 and 2 of the Law, and communications in accordance with the provisions of paragraph 3 of the same Article: hereinafter the same).

Article 199. The types of air traffic control services shall he as follow:
(1)Area control service - Control services other than those specified in subparagraphs 2 to 5 below for aircraft flying under instrument flight rules and aircraft flying in a positive control airs')ace;
(2)Aerodrome control service - Control services other than those specified in subparagraphs 3 to 5 below, for aircraft taking off or landing at an aerodrome designated by the Minister of Transport under Article 2 paragraph 12 of the Law, aircraft engaging in a flight in the vicinity of said aerodrome, and persons engaging in business at said aerodrome-
(3)Approach control service - Control services oilier than those specified in subparagraphs 4 and 5 below, for aircraft engaging in a flight under instrument flight rules and aircraft ascending after take-off or during the descent for landing in a positive control airspace, and for aircraft engaging in a flight under instrument flight rules
